Tom Hacker is a leading specialist in engagement and consultation for major infrastructure projects and complex consenting regimes, including Transport and Works Act Orders (TWAOs) and Development Consent Orders (DCOs). Since joining Ardent in 2023, he has played a pivotal role in advancing a diverse portfolio of infrastructure initiatives across the UK. Most recently, Tom has been leading stakeholder engagement efforts for the West Yorkshire Combined Authority’s transformative multi-billion-pound tram project connecting Leeds and Bradford.
