Laura Fleming is a Senior Development Manager at BayWa r.e., specialising in the development of onshore wind projects across Scotland. With over a decade of experience in the renewables sector, Laura leads large scale and complex projects through the development stage before handing projects over to construction and supporting their build. 

Supporting the construction of Dalquhandy Wind Farm, Laura represented BayWa r.e. and the project in the collaboration and curation of the Hagshaw Energy Cluster Development Framework. Rooted in the principles of a Just Transition to Net Zero, the Framework highlights the value of collaborative working, not only with local communities, but also with key stakeholders and neighbouring wind farm developers. This has helped shape successful consultation and communication strategies, securing local authority support, and has been an award-winning example of collaboration best practice.

The Framework has been adopted by both Planning Authorities as non-statutory guidance, to be used as a material consideration in planning applications and to promote positive change. It is also referenced as a case study in the Scottish Government’s Onshore Wind Policy Statement 2022, recognised as an example of effective collaborative working.
